Xinhua News Agency, Changsha, June 27. The National Conference on the Utilization of Livestock and Poultry Wastes was held in Changsha City, Hunan Province on June 27. Vice Premier Wang Yang delivered a speech at the meeting. He stressed that grasping the resource utilization of livestock and poultry farming wastes is a major livelihood project that concerns the effective supply of livestock products and the improvement of the production and living environment of rural residents. We must conscientiously implement the new development concept, adhere to the principle of ensuring supply and guaranteeing the environment, adhere to government support, enterprise dominant and market-oriented operation, comprehensively promote the resource utilization of livestock and poultry farming wastes, improve the agricultural ecological environment, and build a new pattern of sustainable development highlighting the combination and circular development of farming and animal husbandry.

Wang Yang pointed out that, in recent years, China's animal husbandry has continued to develop steadily and effectively guaranteed the supply of meat and eggs, but the pollution problem of livestock and poultry farming is becoming more and more prominent. Source reduction, process control and end use should be strengthened to accelerate overall governance. According to the carrying capacity of resources and environment and the capacity of waste disposal, we should scientifically determine the breeding species and scale and optimize the regional layout of the animal husbandry areas. China should actively promote clean farming techniques and technologies, and vigorously develop standardized and regularized scale farming. Around being used for rural energy and agricultural organic fertilizers nearby, we will accelerates the development of rural biogas and bio-natural gas, smoothen the channels for returning to the fields, promote the green development of the combination of farming and animal husbandry and the farming and animal husbandry cycle and promote the utilization of farming wastes in various forms.

Wang Yang emphasized that it is the key to improve the utilization of farming wastes and improve the institutional mechanism. It is necessary to strictly implement the scale farming and environmental assessment system, improve the pollution supervision system, strengthen law enforcement inspections and effectively control the illegal discharge of wastes. It is necessary to strengthen policy support, create a good market environment, encourage social capital participation and strive to form a sustainable business model. 

Before the meeting, Wang Yang visited Changsha County Livestock and Poultry Farm & Farming and Animal Husbandry Combination Demonstration Base to understand the comprehensive utilization of wastes and the circular development of farming and animal husbandry. About 300 people including responsible comrades, relevant experts and business representatives from some major livestock producing provinces and 100 animal husbandry counties attended the meeting around China.
